Some dynamic DNS companies will sell you an IP on an annual basis

they attempt to reassign the same address for good reason if you been on p2p and i get your addie next i get flooded with crap

Best you can do is setup a domain e.g. www.seamus.co.za
Then use a dynamic ip address service e.g. zoneedit to update your IP

This way you can always access your machine via the domain name
