More likely an accomplice or even the real killer. Simons DNA tested negative for a sample taken for the murder he was found guilty of. So there was definitely atleast one more sick murderer hunting children. There was quite a few kids that still went missing after they arrested him, it was like this cold truth staring you in the face that there was still a sick psychopath behind every missing child poster.
