Strange Behaviour

I have a Windows 8 i7 HP Notebook which has worked perfectly for 3 years.
Last week, all of a sudden whenever I powered down either via the power button or software it would just reboot.
I have tried all the usual power settings and also suggestions on Google search to no avail. All settings are selected to power down whether on battery or mains. Even disabled FastStart

The only way I can get the machine to power down is by removing the battery.
Anyone ever had a similar problem? Any suggestions for a fix I haven't yet tried?
 
CMOS reset. Remove both AC power and the battery. Press and hold power button for a minute.
Plug in power supply without battery, it should stay off, otherwise you have to remove CMOS battery and repeat above. Download service manual for your laptop.

Press power button and go directly to the setup. Load system defaults and restart.
