Strange "hard capping" of latency?

I'm using Vox as ISP, on a Telkom ADSL line. I'm experiencing a strange phenomena where my ping is basically 100 on the dot, constantly. I'm used to a third of that.
This is really bad for gaming on European servers, as the ping is already bad, now it's just worse.
Is anyone else experiencing this?
I've tried with another ISP as well, results are the same.
This is really frustrating.
I'm in Postmasburg, Northern Cape.

Ping your gateway router and see what the ping is to that.
 
Have you tried a normal ping and not just speed test (browser based pings are unreliable)

Even better do a mtr

I played Battlefield 4 at the start of lockdown, had a lot of fun on the SA servers. But the i3d.net server(the only one that had a real population, for some reason) has horrendous language enforcement. I got kicked and banned SO many times for using words that contain the letters "ass" that I just ended up uninstalling. Days went by until I finally installed Planetside 2 and gave that a try again. I love its open-ended nature and used to like it much more than BF4 back in the day.
Note: Using speedtest.net NEVER showed me a result of 100 before. I've also used the speedtest.net android app and mybroadband android speed test app. Same results.

Mogo:
I'm having problems trying to ping Planetside 2's server because I simply can't find the IP address :ROFL:. When I start the game and get into the action, and I use resource monitor to try and find latency under the TCP connections section, it won't show me any process called planetside2_x64.exe.
The character creation screen is the only place I've managed to find ping info.

I settled on known servers to give you your answer.
League of Legends Euro - 104.160.141.3 - 290ms ping
Apex Legends(used https://deepfocus.io/apex_legends.php cant find IP) - around 290ms ping

Rickster: ping to router is 8ms.

Leno: Great idea. I got WinMTR and ran it on Google's DNS server (8.8.8.8):

I assumed it's Telkom all along. Still think it is.
 
I don't have BF4 installed anyomore, but my ping used to be around 30 - 40max over there. Located that server, and here's the results of a ping to that server now:

His first hop average is 26ms though
the best latency on the wan hops is 107ms

There could be some backbone links down on Openserve and they are routing on backup links

We currently sitting on >50ms ping on Frogfoot PE Fibre as the CT link is down and it has to route via PE->JHB->CT->Internet

so 100ms on adsl is not unheard of if backbone links are being re routed (eg https://mybroadband.co.za/forum/threads/disgusting-adsl-latency.482628/)

Edit:
On telkom LTE we often had latency of over 100ms between the PE and CT hops (the PE hops were fine)
In another words, Telkom/Openserv sometimes does some weird stuff with their routing
 
Got a Telkom technician here, he said I'm far from the exchange. Didn't matter before. Neither I nor the exchange have moved.
Received an SMS yesterday saying the fault I reported has been "resolved."
So sick of this. I'll have to get an LTE router and cancel this line. For the price per GB benefits, and a lower monthly cost, I think I might cancel the ADSL and then "move" it to Vox since PureDSL is now an option, AND get LTE just for gaming....

For shits & giggles, here's speed tests now, after Telkom "resolved" it, and what I was used to.
