Strange latency issue (no its not a congested exchange)

can anyone interpret this?

Foreign Battery: A-B, A-E, B-E must be less than 5 volts DC, no AC voltage should be detected.
Insulation Resistance: A-B, A-E, B-E all must be greater than 1 megaohm.

For future reference; you can see network activity by running a variation of the netstat command in console, or for this case - Windows 7 - use Windows Resource Monitor (go to start menu, type resmon in search bar, then view "Network Activity" after opening it).
 
not too sure about all the info in that rest result.

but it says at the top there moderate ground and a light short, with a diagram showing it.


I would think that is your problem when passing data over it


btw, im talking from experience in the UK, I don't know what is accepted as "normal" here, but from what ive seen its the norm is piss poor...

I would of passed that test result to the copper provider(BT) to sort out
