Strange Telkom APs

So I've been picking up these Telkom Access Points in town.

6c:fa:89:ac:ed:99 2462 -67 [WPA2-EAP-CCMP-preauth][ESS] 1 Telkom Connect
6c:fa:89:c8:c6:d9 2412 -63 [WPA2-EAP-CCMP-preauth][ESS] 1 Telkom Connect
6c:fa:89:ac:ed:9a 2462 -65 [ESS] 1 Telkom Guest
6c:fa:89:c8:c6:da 2412 -65 [ESS] 1 Telkom Guest

MAC Address Details
Company: Cisco
Address: San Jose CA 95134, SJCM/2, UNITED STATES

Type: IEEE MA-L

They seem pretty normal and standard, but then I found this:

I've even found a "1 Telkom Free" AP, but didn't record the MAC at the time. Does anybody know what these alternative APs are that happens to carry the word "Telkom" in their name?

I think the part the OP found strange is the

Telkom Regulatory

one.

OP was probably very close to a Telkom building... most bigger offices have secured WiFi networks, especially those with conference areas.
