Stutter in games after nvme install

I'm still on the PSU train because of the keyboard RGB doing it too.
 
Just ran aida64 and the cpu only draws 40 watts
Im taking it to a computer mania and trying out a different psu
 
More or less top of the range everything with water cooling and OC'd CPU and GPU and the absolute bottom of the range budget PSU, especially if it's not even brand new anymore and it has lost some of its punch.

See what happens if you set your GPU to standard speeds and change the power limit to something like -30%.

Well took the oc off the gpu and set the power limit to 50 and It got 658 at 4.5Ghz now

See your core and memory clock, it goes to ~1500MHz down to 13MHz over and over again, your memory clock goes from 4007MHz down to 40MHz.

I believe that's outside the game where it jumps like that but i could be mistaken but its still pretty weird how it does that
edit: It is outside the game but it was still running in the background
 
What's your power draw on the CPU during gaming? Those times that its maxing out, what value does it hit? It should be around 50-60W on high load and around 70W overclocked.
I can only see power as a percentage on that graph, at 45 (guessing each block is an increment of 1).

Your fan speed is also really low, are you sure it's not throttling itself? Have you checked your power settings in windows? Start > Control panel > Hardware and Sound > Power options and check if e.g. balanced and change plan settings. Then change advanced power settings > Check the processor power management.
Then also check the PCI Express drop-down, change the plugged in state link to off to see if your performance improves.

Allready did all of that and nothing helped also its just above 40watts which is really strange

Yeah, as others have said, that's way too low, it's either purposefully throttling or the board/PSU is not supplying enough power.
 
So i took out the gpu and ran aida64 but the cpu is still just pulling 46watts
