the following has been issued by the DoC for comment - Guidelines for the Rapid Deployment of Electronic Communications Facilities [available from www.doc.gov.za - i have not linked to it as only the DoC can turn a 13 page pdf into a 4 meg document....:rolleyes:]

this is all about international submarine cables and landing stations - ownership quotas etc

the Minister appears intent on being the one to authorise all such activities

[personally i am not sure that she has any legal basis for doing so]

comments due by 11 April 2008

[there are different versions so make sure you are looking at Government Notice 246 published in GG 30820]
 
WTF - they just scanned it in - why not simply convert the elctronic copy to a proper text pdf?
 
As I read it the minister is forced to approve if the entity meets the criteria set out in the guidelines? - Please correct me

This worries me : '...other African entities as authorised by the minister...'.

the whole thing worries me and i will dedicate as much time as i can to fighting it - funny thing here is that even the ANC members on the portfolio committee for communications in parliament objected to this approach

will try to keep this thread alive as i go through it

at least there's a silver lining to a very black cloud

hope these members will raise their voices and object to this most strongly

and thanks for fighting this war for us :)
 
I'm assuming that we're all reading this? I haven't felt this ill after reading through something in quite a while.

If I may ask - does anyone know what the chances are of them getting over themselves and revising their utterly brilliant "Qualification Criteria?" How can a government official's brain be so completely batsh*t?

I sincerely hope that they come around and sacrifice their egos for the greater benefit of this country and its people. I am so sick of everything in this country boiling down to black and white. It's pathetic.
 
Whahahaha... I have just started reading that, and haven't got past the definitions section yet.

They have 2 COMPLETELY different definitions for what an "international submarine cable" is.... :rolleyes:
