Either the ceo is weak(overruled), useless(didn’t know this happen.. for a “important” position as described in article I’d think he would want to know who replaces) or hr wasnt informed (can u actually be rehired for position when taken out for disciplinary) which really points back to management of the organization.

How you draw any other conclusion is beyond me.

But why is it such a big problem that they are back, unless we assumed them guilty even before the disciplinary hearing?

The managers were summarily suspended, not fired. They probably couldn't make the charges to stick.

Just because Eskom made a massive hullabaloo about their suspension doesn't make them guilty people, stop feeling so hurt.

The two managers – Kendal GM Yangaphe Ngcashi and Tutuka GM Marcus Nemadodzi – were “summarily suspended” following stage 4 load-shedding in September 2020.
Maybe the load shedding schedule changed and they are back on again after the black out?

Black out / black in ............... kinda thing.
