Also does not look very thick, like it will melt with the first proper load the PC is placed under..

Technically it's a C17 cable, but who knows what device it's for? Google:

Design: It is a double-insulated power cord that lacks a ground (earth) pin connection.
Ratings: It typically handles up to 250V and 10A (depending on the regional plug attached).
Uses: Manufacturers use it for double-insulated equipment like audio gear, video devices, gaming consoles, and certain medical or laboratory devices that do not require grounding.

Edit: Wikipedia lists a few noteworthy examples:

Xbox One and some Xbox 360 power supplies, some PS4 Pro models, some vacuum cleaners, CPAP machines, audio equipment, televisions, medical devices, IBM Wheelwriter typewriters.

I've got a whole drawer full of electrical cables and have about 5 of those... I've since replaced them with male-female kettle cords so I can plug my active speakers directly into a line conditioner/UPS. They came with my speakers and a couple of other electrical devices.

got exactly this cable with my synology nas, it goes into the power brick, not sure where the earth is supposed to connect
