Because at the moment Telkom has exclusive rights to the landing stations of the SAT3. EASSy will (imminently) provide an alternative means of international access. Having said that, ICASA is looking into the SAT3 situation, but then again we all know what ICASA is good for.

You know its REALLY funny that its faster/easier to build/lay a new cable than to just release/ask gov to release sat-3 binding.
