Don't know what you meant there.This doesn't make sense. Termination rates apply to incoming calls not outgoing calls. Telkom's high termination rates mean that it expensive for other operators to call them. Basic rules of interconnection mean that the smaller operators should have higher termination rates because the bigger operators can take advantage of their economies of scale and thus have a lower cost per call.
