Chris from google play support has contacted me and sent this suggestion, but it still fails. I have sent him the attachment of my phone screen too. Help me pleaseee...!!!

It's easy to pay for digital content on the Google Play Store app by billing your purchases directly to your mobile account.
You can check the select mobile providers in your country who support this feature.
Here's how you can set up carrier billing in your Google payments profile; On your device:
Open the Google Play Store app.
Tap the Play Store Menu (three horizontal lines) on the top left.
Tap Account.
Tap Payment method
Tap Use *carrier* billing.
Note: To purchase using DCB, your device must be connected directly to the carrier network (2G/3G/4G data connections) (not wi-fi)
That's it! That purchase will bill to your mobile account, and future Google Play app shopping will show your mobile account as a payment option on any of your Android devices when you sign in with your same Google account.
If you don't see carrier billing under Payment options, confirm that:
You're using the Google Play Store mobile app.
Your carrier account is in good standing.
Your carrier supports this function.
You're connected directly to your carrier's network.
You're using your personal account instead of a corporate account.
