Telkom charges 17% interest

On the back of my telephone account:

Telkom charges 17% interest on accounts in arrears.

Does anybody know the rate the terrible taxman charges on tax-in-arrears?

Bear in mind that big companies like Telkom normally get Prime Minus rates from banks..... Makes you drink, doesn't it
