I am hoping an admin can read this thread and MYBB can investigate and do an article concerning this.
It is the worst ever.

So whats next, we need to fix a burst pipe 500m from your house, so everyone that gets water from that pipe is going to get an additional service charge from the municipality for R500 this month. You have no say etc. Just have to pay. What a load of rubbish! (Stupid ex I know, same principle)

Sorry for the delayed feedback, been man down since monday and back at work today. My original post was what we were told when logging a fault for a clients ADSL, as far as i am aware the charge always used to be if the fault was not on telkoms side (I.e. indoor wiring and such which is technically a fixture and part of the clients upkeeping). But when our tech asked for confirmation from the call center agent, the agent was adamant about them charging for any and all calls. I am hoping this is just an agent whom does not understand how the billing works, but as someone pointed out recently it could be a means to try push people over to fiber. If anyone from Telkom can hopefully confirm this for us?
