So they are going the way I wish they had in the beginning, create the links to the cell sites and let someone else do the actual wireless network. Thus Telkom can stick to its core business of running a national data network and then its retail arm can run as a MVNO, in this case a slightly hybrid version where they have dedicated spectrum to use.
Now imagine Telkom had been bright enough to go with strategy on day one... I would have also liked to see some clever ideas for small towers at MSANs, maybe even on home routers (like the Fon type strategy) enabling a picocell. Not sure if the economics would work on that one, but I still also think they should move to a VOIP strategy rather than POTS style and thus better leverage the data network growth. Hell they can dedicate bandwidth for Voice and Video as part of the service and tie in an ISP model for that as well.
Telkom focus on your fibre network and look at creating good locations for cell towers.
Use the guys who have expertise in the radio space to manage the wireless
Run as a MVNO Leverage your backhaul from towers to allow a differentiated data and voice service.
Don't get stuck on trying to focus on all per minute calling rates as your focus, rather embrace VoiP and look at quality prioritisation as an upsell.
Look at clever strategies to offload data traffic on to more and smaller points like wifi hotspots (see MWEB Fon deal as a good example of this).
Try use your fixed line customers to enable you to extend your services and even resell that to others (sell wifi hotspot access to MTN to reduce IP traffic on their LTE/3G network for example where possible using a Fon like setup).
