Telkom dogged by network problems

I've been thinking - what if this network problem will constitute a clear and present danger to national security? Who you gonna call if the telkom network in your neighbourhood are down, (and with it cell networks because they also route some of their calls thru telkom), there is a life-threatening situation, and you can't get hold of emergency services on either fixed line or cell?

And at the end of the day thousands of people lost their lives... who'll be responsible for that? A possible scenario would be a fire in a tall flat or building, but because the telkom network is down (and with it cell networks as well), there's no way to reach the emergency services in time... Suppose this happens... and people dies just because of a monopoly...

Question : Is there any quarantee that your emergency call can be forwarded to the correct emergency services even when the telkom network is down? Is it possible for cell phone masts to "relay" your emergency call without the assistance of a telkom network?

Just asking, because things seems to be heading towards a direction which I don't like...
