This is not going to happen. Earlier reports quote the CEO as saying that in total 7000 staff must go. With their current base of around 19500 and around 2600 management/specialists, this means that almost 6000 "workers" will be culled as well.Get rid of a lot of middle management, bring in more technical staff.
