Tracker & user stats fine here, performance back to what it was prior to the recent hassles with the exception of business hours P2P as previously mentioned.
No hassles here... torrents still vrek in daylight hours.

Using speedtest.net, there are two telkom related hosts, one hosted by telkom Internet, the other hosted by Telkom SAIX. Notice the difference in Ping. The Tracert indicates that I am in fact routing via SAIX.

The latency reported by speedtest to our Cape Town speedtest server is weird, it should be slightly lower than to the saix speedtest server.
But, you are routing via Telkom Internet (105.226.0.* is a range belonging to us we use for routers in our Cape Town site), then SAIX, then IS to get to Hetzner.
Try ping and traceroute to speedtest-cpt.telkomsa.net . I get a very similar result as my speedtest.
(Initially we asked SAIX to host reverse DNS for our ADSL ranges 105.22[456789].* as *.telkomsa.net, but for some reason they changed it to *.telkomadsl.co.za, which might be confusing you above. We are in the process of moving it, e.g. most of 105.229.* is back as telkomsa.net)
