Telkom Internet int/local capping

I realise this question has probably been asked a million times, but I couldn't find any reference to it, so I am asking again.

With a Telkom Internet 5GB ADSL account, they offer an additional amount of local over and above the 5gb cap. Now, are international and local tallied separately, by which I mean does the local only come into effect after I have used up my 5gb, or are they completely separate, meaning no amount of local browsing will cause me to cap my 5gb international bandwidth?
