I finally got a mail from telkom stating the same.. hard capping is not currently in place.. At least from telkom ISP side but the systems are being looked at for december. As to why the other ISP's are charging for capped lines.. Hmm maybe because they actually are doing one thing.. and actually doing what they say in there terms and conditions.. and actually shutting down people who "milk accounts" ie abusers...
