Telkom line about to break

Good day, i have a neighbour whom doesnt take care of his Yard. There is a telkom line running along our wall but his tree has over grown so much that the line is taught and about to snap. I have tried multiple times to get hold of this neighbour but my calls get ignored and when i try get hold of him there is no response. Any ideas on what i could do
