Greetings!
Ok Im obviously new to this forum, and am not entirely clued up with the mechanics and the specifics of ADSL lines, data packages, routers, networking and the such so please bear with me while I explain my problem.
Last year, my brother had an uncapped, shaped Mweb ADSL account and a respective 384kb/s line (Telkom, right?) in the centre of Glenwood, Durban. When I moved to the flat (around December), we upgraded to a 4mb/s package and Telkom came to install the new line to the flat. Shiny new cables and whatnot. We were pretty stoked with our new connection, paying large sums etc. to get it.
We had issues with the connection from day 1, but could only understand what we do now after getting back into online gaming (Dota 2 to be exact). What happens is we have short, 25 or 30 second on average, disconnects where little to no traffic goes through (I minimize my browser or game or w/e and observe it using BitMeter). This burst of dc happens about once every 20 minutes on average. Some days it is worse, some days better and the period for which the dc lasts varies quite drastically. It can be a 5 second dc or sometimes even 5-10 mins. You can imagine that this can become an issue with gaming >.<. We also stream all our sport, and the dc is extremely frustrating what with having to refresh downloads and streams.
Also the con will dc for a long period, a few hours even, once every 2 weeks or so, with the connectivity box settling on "limited or no connectivity". In these and other prolonged lag/dc sessions, we have tried absolutely everything. Trying to fix stuff from our PC's, restarting the router, resetting it etc etc. Nothing but time can fix the "limited or no connectivity". With exams coming up and work loads running high, the internet is now desperately needed for more than just leisure as you can imagine.
We phoned Telkom, reported our problem and a technician came to our house on one occasion and tested the connection, to no avail. He claims that there was nothing wrong, but rather unconvincingly attributed the problem, "if there were one", to water problems or a damaged line (not fixing anything, might I add). He told us it could not possibly be our router, which is our latest thought.
I would have pressed him for more, but was rushed and in too pleasant a mood to rage at him.
I am not exaggerating at all, the only reason we havent reported this sooner or begged for help is because we are very patient
. But the patience is wearing very thin and we dont see why we have to live with such a poor quality line, expecially since its new and expensive. Is it possible the problem lies with our router (its about 3 years old) or ISP? If it is the line, what can be done to rectify the problem?
Thanks in advance for the help!

EDIT: I have spent some time reading other peoples posts to try some things out but almost everything else seems to pertain to a different problem... Or I'm retarded and miss everything due to the technical jargon :<.
