how does someone use the local cap without first using the blended?

reason I ask is because I see 35 megs of my local has been used, even though I still have over 1 gig left of my 2 gig telkom account.

anyone have suggestions?

I had a similar thing occur on my TI account this month.

Simple answer really: The account was not logged off before midnight on the 1st of April, so a small amount of local usage from last month's final local only session has been carried over to this month.
 
If one buys an extra 2 gigs of topup from TI, do you also get an additional 20 gigs of local bandwidth?

No. Only if you purchases a second or third account. No local allowance is provided for top-ups.
 
Could get a axxess or openweb account on your Telkom line and have it route sentried, telkom is not going to be nice and let you use all of local first or by it's self... :(
