Telkom Local Currently Uncapped and Free?

Well I have been capped on international and although my local is still operative,it is being registered on Telkoms new usage tracker as local bandwidth usage.I have no doubt that seeing as though they are metering our local bandwidth use, that they will attempt some to levy some form of charge for the usage.:(

Seems to be bugged then as until you reach your intl cap the local counter doesnt seem to work, even if browsing local, it seems only once cap is hit for int that local starts being counted or charged for, so just dont hit your int cap then its free acc to the usage tracker as it doesnt count anything being used.

How can they?, soft capping is still apart of the product they offer. Is it even legal for them to change their product in the middle of the month? I paid for my 3GB soft cap on Nov 1 2007.

I have checked on TittyTracker and have been hard capped for int. traffic at exactly 3GB. I think a few(maybe alot) of users are being used as guinea pigs for the new billing system. instead of complaining to them I have decided to try and download 100GB from local sites by the 30th of Nov, incidentally this will also be the day I also cancel my account with Telkom internet.

I was surfing a well known local site (MyADSL Forums - Give them a visit sometime), so Local still seems to count towards the cap. Thus Telkom is in clear breach of the ADSL Regs, right?

I have no doubt that you are right as telkom as in fact stated that they will be charging for the local bandwidth used. However they are not IMO legally allowed to suddenly unilaterally change the conditions of your contract with them. Until they formally notify you of their intention to charge for access after your cap I am sure you will not be charged.

Not Telkom's definition of the ADSL Reg.

All your usage (local & international) is taken off your original cap. Only when you have been capped does the local usage start accumulating in the local usage tracker.

Not retrospectively. They can change the conditions from their side but must give you an opportunity to accept the revised conditions or cancel the contract.

What exactly is ICASA's definition of CAP and local usage?
ICASA, in their infinite wisdom, didnt deem it necessary to define what the cap was or local usage so telkom can pretty much do as they please.

Blended bandwidth is international and local bandwidth combined.

What is Local Only bandwidth?
Local only applies to servers that are hosted in South Africa. Please remember that this is not to say that .co.za is a local hosted server because anyone can purchase such a domain. TelkomInternet will suggest contacting the specific web master of that website to find out if their server is locally hosted.

So basically Telkom is bandying about T&C's which are immeasurable and undefined?
 
Im going to phone telkom today and while im trying to fix my Usage Tracker login problem with my newly bought 3Gb account , I will ask if local for this month is being charged and try find out whats going on.

It's easy. They are not allowed to charge you for something you did not know you were going to be charged for.

Lets say you go and buy petrol at R1/l . There is no way that BP/Caltex etc could call you a few days later and tell you "listen mate, the price just went up to R10/l, please come and pay the extra R9/l you owe us now". It's just not allowed.

Could your insurance/security/etc company just call all their clients and tell them that their monthly fee went up Last month already, "Pay up!"? No.
 
Well it seems that something has happened. I'm on Webafrica, I had used 210mb of my account, downloaded a 100mb local file, and my bandwidth consumption hadn't moved. This is after login in and out.

That's normal. It's not 100% real-time afaik. You need to Disconnect and reconnect in order for the stats to update. Even then, the stats of SAIX & IS works differnatly.
