Telkom managers selling at a loss?

Telkom managers fudge the issue claiming that selling at a loss is akin to a merger

I've also been wondering about this great decision. Can anyone tell me how Telkom are going to benefit by selling it's shares in Vodacom? I must be missing something here.
Is it because they plan to launch their own mobile service, which would then perhaps create problems with the competition commission?
