The BEEP theorom goes something like this:
Telkom is out to kill and close any ISP that is in competition to them. What they are doing is purposefully not capping their TelkomSA ISP users. The users will then rather pay the extra money to stay with them, and not be capped, than move over to the smaller, powerless ISP's. Then, the clients supporting the smaller ISP's will move over to Telkom, because they're not capping.
The smaller ISP's will then start dropping like flies, and Telkom once again rules the roost. Anyway, they have lots of spare bandwidth now that most people have moved over to IS. They can easily execute this theorom.
