Except for getting a shocker on the phone bill, is there anyway of knowing beforehand that you are dialing one of these?

Why can't they inform you with a beep or something similar to when a number has been ported, that you are calling one of these?
 
Not sure if there is a database to check the call rates before initiating the call to specific destination number.

Even people on the call more plan*free minutes to other telkom number* get nailed if someone ported their Telkom Number over to a VOIP service provider cos it gets forfeit
 
the isp, mobile and fixed telephone industry are one of the most opaque industries in the world. they charge us what they want without giving us any information on the cost structure of cost breakdown, its like the mafia

You can check if a number has been ported on the following website - https://www.porting.co.za/PublicWebsite/.

How will I know if a number I am dialling has been ported?

When you dial a number that has been ported, the operator from whose network you are dialling will indicate the number as ported by the sound of 3 short beeps before the call is connected to the new Provider‟s network. This is to indicate that the call is now going to another network and may be subject to different call tariffs. The beeps will be followed by a ringing tone if the number dialled is not busy.

Pricing details regarding on and off net calls are available from the calling party‟s Network Provider.
