telkom slow speeds

Hi, i have recently switched from telkom 4meg advanced 20gig to telkoms 4 meg upcapped. My speed are nowhere near where they used to be. I average 120kb/s through the whole month and then there will be a day where i download at 400kb/s, i also recently tried the mweb 4 meg uncapped trial and the speeds were what a 4meg should be getting.

Is there anything i can do about this, its getting really frustrating when it takes you 28 hrs to download 5 gigs
