True but just like the others they refuse to spell out what fair usage means. How must a user know what fair usage is if they refuse to spell it out in detail?

Akin to the traffic department telling you that you may not drive to fast but refuse to tell you the actual speed limit.

Unlike the highway, I suppose Telkom could simply enforce their fair usage and rate limit those users during peak times. It would be closer to Sanral putting gates on the highway during heavy usage. Or is that more like Google remotely controlling all cars for maximum efficiency? :)

I think we can expect some more specifics coming out and but for a conflict of interest I'd push Telkom for one.
 
It makes sense, but I'd still like to figure out a solution.

Is there anything I can do? I'd prefer to be able to view Youtube videos without needing to find a hack (e.g. keepvid.com) to download them first. Clicking play on a 4-meg line that is behaving like a half-meg line is soul-crushing. I often need to reload pages because they time-out. It sucks because I know the line is capable of the max speed - but each individual connection feels throttled to that half-meg. :(

You can also take us up on our general diagnostics offer - get ah hold of Crystal Web support and indicate that you'd like to check your line and exchange and we can give you some data -- it is a lot easier to confirm with Telkom if you can say that ISP x's account also delivers sub-par performance and ISP y has done checks as well and also strongly suspect exchange congestion.

And that will take us back to square one.... how can you advertise a product as uncapped, unlimited etc... when you place a physical limit on it?

Is unlimited ever unlimited? In theory there will always be a maximum amount of data you could download in a month. :p

E.g. 30 days of downloading at line speed of 10Mbps = x GB of data. So x GB is your limit, ergo no "Unlimited". :D

Can't see them providing actual limits as Night Surfer data seems to be ignored, I've been building up my ratio on TVChaos this month and have moved 250GB mostly between 0:00 - 06:00 with minimal impact on the TI tracker bar.

They could argue that you can monitor it via their TiTracker...

indeed they could do that
however I fundamentally doubt that TI are intending to obfuscate on the issue and that there is a set of reasons why it will take a while to get their policies completely up to scratch certainly if you look at the submissions from Telkom Group on CPA compliance they want to write these things properly - and that isn't easy {it is taking up a considerable amount of energy on this side}

Telkom gaan sy “regverdige-diensbeleid” opdwing in die “gees daarvan om die internet-ervaring van al sy gebruikers te verbeter”, het die maatskappy aangekondig.

Gebruikers wat betaal vir onbeperkte (uncapped) breëband en wat breëband-“intensief” is, soos byvoorbeeld aanlyn-speletjies speel of na video’s kyk, kan dalk tot hul skok besef hul pakkette is nié onbeperk nie.

Volgens Telkom het hy nog altyd dié diensbeleid gehad, maar was hy tot dusver baie “toegeeflik” wat die opdwing daarvan betref.

“Die gevolg is dat ’n paar gebruikers ’n negatiewe impak op die netwerk en die aanlyn- ervaring van medegebruikers het,” lui ’n verklaring van Telkom.

’n Bron in Telkom sê dat “gewone gebruikers” nie sommer geraak sal word nie, maar dat sommige mense die stelsel manipuleer.

Dit is gebruikers wat samelopende sessies op ’n enkele lyn gebruik en binne ’n paar dae “teragrepe” aflaai, sê die bron.

Arnold van Huyssteen, Telkom se waarnemende produkhoof, sê om breëband van ’n hoë gehalte te lewer, raak al hoe moeiliker namate mense toenemend toepassings gebruik wat “breëband-intensief” is.

Die wedywering vir beskikbare netwerkvermoë groei en Telkom se kliënte raak toe*nemend bekommerd oor *“regverdigheid en gelyke diens”.

Telkom se breëbandnetwerk word deur al sy breëbandgebruikers gedeel. Netwerke het nie ’n onbeperkte vermoë nie en Telkom monitor die netwerk voortdurend en voeg vermoë by waar nodig.

“Ons sal optree wanneer sekere tendense raakgesien word wat dalk kon lei tot ’n swak ervaring vir die gemiddelde gebruiker op ons netwerk,” sê Van Huyssteen.

Volgens Telkom kan gebruikers hul gebruik op die netwerk dophou en wanneer die gebruik aangedui word as “gevaarlik hoog”, behou hy hom die reg voor om die rekening op te skort of sekere beperkings in te stel binne 24 uur van wanneer die gebruiker vir die eerste keer in kennis gestel is.

Gebruikers waarmee dit gebeur, sal eers aan die begin van die volgende maand weer volle toegang tot die netwerk hĂŞ, sĂŞ Telkom.

Bad news for Telkom uncapped users.

It appears Telkom will start acting against heavy downloaders more actively. According to what I understand, your account will be limited when they send you a first notice of heavy use and after that suspend your Internet access for the rest of the month.
 
Did they really think that people weren't going to rape their uncapped accounts. Living under a rock as usual :/

According to the article, people are circumventing shaping techniques, which I assume breaks some form of agreement between the client and the ISP. If that is the case, then getting rid of those users is fine, in my opinion.
 
I've just had confirmation that Telkom are throttling online gaming as well.

If only they did it that way.

Seems they've come up with a fixed figure and anything beyond that is abuse. i.e. it's a capped account and some people are using less than their cap.

well this is the major point in my view - high usage might be a resource allocation constraint - but it isn't in itself abuse
circumventing the network management techniques intentionally to accomplish that is a problem
