Telkom Uncapped Lag?

So ever since I upgraded to telkom uncapped, my ingame ping in Modern Warfare 2 has been spiking sometimes through the whole game and most of the time everytime i kill someone or everytime i get killed my ping spikes to 500 - 900ms for 5 minutes, now ive played on multiple local servers and they all spike my ping, ive even played on a telkom hosted server but i have the same issue, ive never had this problem when my account wasnt uncapped, does anyone know whats wrong or maybe a way to fix this issue?

The port on the local exchange could be experiencing errors. A technician might need to reset the port. Submit a ticket with them
