Telkom unshaped softcapping?

Does enyone know if the unshaped Telkom accounts are also softcapped like the shaped 3 GB ones ie: you could get more than you allocated bandwidth?

AFAIK all telkom accounts are softcapped - however each account type is treated as a seperate pool.
