I am capped on 3.7GB on a 3GB TelkomInternet account

Anyway, I am now only able to download local, which is fine, because there is news.saix.net (unless someone wants to hook me up with a local torrent site?)
I just want to confirm - there were some rumours that Telkom will charge for local usage after the cap in December - is this happening? Obviously I don't want to go downloading stuff if it will affect my Telkom bill!
