No 'cable' bring broken is going to stop the whole country from simply AUTHING into the system. In the same light, if it was cable issues, every single ISP would suffer, not simply telkom.

IPC hand-over is usually in-region, but this is (mainly) an inter-region cable break.
Telkom Internet isn't currently (at least, a few months ago I know they weren't) permitted to buy services from other providers that Openserve offers, so Telkom Internet's inter-regional/national capacity is all on Openserve.
Openserve also isn't able to offer SLAs on some routes (due to some common failure points affecting "diverse" paths for the same route).
So, there are definitely failure modes on Openserve that would affect Telkom Internet, but wouldn't affect providers who don't use Openserve for national capacity or have transmission diversity for their national capacity (connecting data-centres in different regions).
Maybe this incident will be sufficient for Sipho to realise that transmission diversity for Telkom retail is more important than funding Openserve ... or force Openserve to fix their path diversity.
There are also some other questions that should be asked, because some of the problems experienced are due to issues that we were busy addressing when I left ... looks like the remediations haven't been finished.
