Hi Guys

This is the official response I got from Telkom regarding the adsl regulations.

Is it worth noting that the document name is "Regulations HoldingStatement"?

ADSL Regulations

Telkom welcomes the ADSL regulations published by ICASA. Over the past 18 months Telkom identified areas of improvement and deployed various changes in the way it provides ADSL services to end-users. The way in which Telkom enables ISPs to provide Internet access and value added services to end-users has also been examined.

In line with Telkom’s customer centricity strategy the company has upgraded (from August 2006) all 192kbps services to 384kbps so as to provide faster access services at entry level prices to end-users. This was done at no extra cost to customers. This upgrade also facilitates the possible provisioning of additional Value Added Services to these customers.

In addition, Telkom introduced a usage based billing service in November 2005 that allows ISPs to package ADSL Internet access in any shape and size. These include any combination of capped or uncapped services, unshaped or shaped, as well as local access only services. These offerings are suited to a range of consumer, business or ISP business models, resulting in some of Telkom’s harshest critics describing these services as the “best broadband services in South Africa”. Furthermore, these services were also provisioned at highly competitive rates.

Telkom is still in the process of analyzing the ADSL regulations and its impact on the manner in which Telkom provides ADSL services. Furthermore, Telkom is investigating different solutions that will not only foster compliance, but also have the least negative impact on the quality and price of the company’s service offerings to customers. In this regard Telkom will also engage with ISPs to discuss the regulations and the implementation thereof.

Read as: "Hahaha! We don't have to do anything for you because you're our bitch! Hahahaha!"

hmmmm, i don't see any promises there....

And no mention of free Uncapped local being implemented any time soon :>>

Furthermore, Telkom is investigating different solutions that will...foster compliance...of the company’s service offerings to customers.

Gosh, yes, that's a plan- please DO go ahead and try find ways to offer the services you claim you currently supply. In the meantime, I'll investigate ways that will foster compliance of my behaviour to non-violent means.

/me wonders if it took Lulu the entire month come up with this statement

Telkom is investigating different solutions that will not only foster compliance,
i.e. we looking at all the loopholes we can find ....

but also have the least negative impact on the quality

What quality ?

and price of the company’s service offerings to customers

We have to watch those huge margins. We like them and we don't really wanna have to spend any money if we don't have to

 As usual Telkom answers to no one.

Thats about 10 lines more than I got out of Telkom when I asked them for informantion just after the regulations were released.

Maybe they will start making sense soon.

They stalling for time, they not gonna do a thing unless ICASA goes and steps on their tail.

whats happening with rental? Guess they will just charge :( Also their nov 1 2005 and pre nov 1 does not comply as local traffic counts to traffic as well as the fact that we still ge disconnected.

I can't believe how righteous they feel over what they have done over the last two years with price drops etc. Never mind the heinously overpriced service, the large gap between us and the rest of the world in terms of DSL and the fact they still believe their new DSL pricing model is a benefit to customers, but they can be so stupid in their response to the new regulations. "We welcome it" but we will never implement it. Huh - what does that mean?

Who writes this stuff. I would love to meet this guy face to face and in a polite way convey on behalf of all of us what an idiot he is. Like all our large service providers within this country, they try to mold the way we use their products to their financial benefit and not that of the customers. It sickens me!

We used to have local access for free and now they charge for it and say how great they are by doing this!

Bloody self-serving SOBs!

Telkom.

I would love to meet this guy face to face and in a polite way convey on behalf of all of us what an idiot he is.

So, who's up for joining me in becoming a shareholder and pitching up at Telkom's next AGM so we can ask them questions such as this? Buggar decorum, Telkom has no goddam decorum in the public domain, we should not be expected to have decorum in their private domain.

Like all our large service providers within this country, they try to mold the way we use their products to their financial benefit and not that of the customers. It sickens me!

At the end of the day, these people are running businesses. Their only incentive is profit, not charity. It's good for our country when they make huge profits, because this means jobs, investment, economic growth. We don't want charity, but we do want something approaching fairness.

but Telkom only done the charity for image thing.. I mean they got rid of alot jobs, stunted economic growth and refuse to invest unles they get otherwise unrealistic profit returns. How can they be good for SA? I only see their investors and gov smiling.

krycor, I wasn't explicit enough in saying that I think that only once most consumer needs are satisfied is it a good thing. I don't consider company profit more important than telecoms consumer demands.

Still, what exactly makes Telkom have to comply with ICASA regulations? The thread of a fine, after some investigation by some very highly paid government officials? Even if that happens, how would a fine of a few million be enough to make Telkom stick to any regulation?
And all these questions could only be asked if ICASA actually made any new regulations. At this stage there are no solid new regulations - everything in their new regs are up to interpretation...

Telkom welcomes the ADSL regulations published by ICASA. We find it's best to start each day with laughter.

The fine should be that for every day they do not conform to the regulations, they have to increase the minimum ADSL Account cap by 10gbs.
