Not as far as I have experienced; it's random and limited to email acceptance on the Telkom server.

Also, those with telkomsa.net emails, are you getting a ton of spam nowadays?
Yes! But it is difficult to say if this is as a result of a Telkom issue or the three cases (those that I know about) where our info has been leaked starting with the now infamous CW one, or, as a result of Telkom no longer doing anything about spam control with their Spam quarantine process that is either not working anymore or has been abandoned.I have a telkomsa.net email address that I have had since I first got ADSL at 384kbps and it has been giving me serious uphill since late last year. I am busy trying to migrate to gmail, you don't realise just how many places you need to change that email address and how many logons use it as your username. Some of the changes were easy, I'm now getting to the difficult ones and its becoming a mission.

Let us in on your secret, we would be very interested to understand how you have escaped the increase in spam many are experiencing on their telkomsa.net addresses.I must be really lucky as no problems with both telkomsa.net and webmail.co.za are encountered at all, not even spam. I keep those as throwaway email addresses.
I have been having similar issues, but its with sending and receiving emails.
Logging multiple calls with them has proved fruitless.
When I see the e-mails that I have sent are not being received I end up sending it from gmail and cc my telkomsa.net.
