Thanks @Kosmik and @PsyWulf, it is a small genie 1200w if I remember correctly not sure if it makes a difference but thanks for insight will keep it in mind.
 
Isn't it that if you backfeed into a transformer thousands of volts will come out the other end?

+ earth the genny so that the RCD in the DB can do its job.

Not to be pedantic but as little as 20ma in the right spot can kill you ( across your heart ) . 15A can zap you proper and all it takes is for someone not being able to handle the electrical shock that kills them or puts it into some form of arrhythmia.

I fiddle with my electrics and stuff but first rule of thumb is treat EVERYTHING as live even if you killed things but it would be sh** like this that kills random people. People really shouldn't **** around and find out.

Sounds like she's liable for damages caused, you should inform the neighbors, it'd be the right thing to do. Maybe she'll listen to a magistrate before she ends up killing people.

You're aware she's breaking the law and operating a system which potentially threatens the lives of people, you're 100% required to report this to authorities especially so if she ignores you and continues using it, you'll be held accountable if someone gets hurt and she admits to authority you told her, means you're aware of what's going on. Sorry the situation sucks but it'll turn into a full blown life destroying nightmare for you personally if something goes very wrong.
Yup. Unfortunately, many people are unaware of the implications of this sort of thing in terms of the OHSA.

Yup working on an old CRT as a teen, touched the coil and I had left it off for a day and it still zapped me.

yes but not with mains supply transformers .it will pull any small gene dead .a small transformer reverse fed on a 9 volt battery can really tickle your fancy .
 
you need to educate your tenants about the dangers ,they may not even realize the risks involved even with a small gene its dangerous .
