Terrible torrent speeds

I have a 2mbps Cybersmart line. I have a Belkin Surf N300 router (F9J1002as). I am using utorrent. I have tried port forwarding and numerous tinkering with utorrent settings but to no avail. The max download speed I've ever gotten is 25 kBps and that's just for a second before it reverts back down to 9kBps and typically even slower.

Is there anything else I can do?
Is it my ISP, my router.

Please help, I'm desperate.

It doesn't seem to speed up at midnight.

Everything seems fine but torrents.

How can I find a way around this?
It's meant to be an unshaped account

How can I work around my ISP?
I'm not asking for much. Would just expect at least 100kBps average.
 
Sounds like throttling! How long have you had the account? When have you noticed this happening? and how much have you already downloaded for this month so far? "Doubt you could've reached the "Soft cap limit" already this early in the month?
 
I decided to test out transmission in my Ubuntu boot and put it through a proxy and lo and behold, my speeds have jumped to 120kBps and average about 100kBps.

There must be something in my windows that's hogging that bandwidth.

How can I determine what in windows is causing this.
I can't leave my machine on ubuntu all day. Have things to do in windows
 
Download a bandwidth monitor to track down whats eating your data.

I've got a theory... As i mentioned yesterday to MickZA, it seems ISP's can maybe not yet throttle other Clients like Transmission etc, they can only maybe pick up the likes of uTorrent and Bittorrent etc.....

OK some feedback for windows users having problems.

I just installed uTorrent 3.3 on a win XP system with windows firewall running (I let the installer set up the firewall rules) here in the office, made some changes to uTorrent preferences (see post http://mybroadband.co.za/vb/showthread.php/369314-Telkom-Internet-Uncapped-User-Feedback?p=10501227&viewfull=1#post10501227), fired up a TheBox torrent and

... it's flying at the max download limit of 225kB/s I set, turn the limiter off and it downloads with bursts up 395 kB/s.

Must be a PE thing :)

Edit: just tested a 2012 US series torrent from KickAss with the same results.

I agree with you here hey, after i used the settings you gave me, it works well! not feeling it so bad anymore, even before the 10pm "mark" they gave....
