All elections and referenda are determined on the basis of turnout. Of course you are *technically* correct but no-one talks like that in the real world. All politicians all across the world talk about the "will of the people" or "the majority" and by that they are referring to people who actually voted.
Also the turnout for the referendum was slightly above typical turnout in a British GE. Check out the GE turnouts in 2001 and 2005, a highly depressing era in British politics.
