If I were trying to rig an election, I'd come up with better ways of getting rid of ballot papers than simply dumping them in plain sight. I think SA is just being trolled to the max.

Dumping likely accidental or someone getting scared. So anyway anc are rigging votes plain and simple

Let's face it getting rid of a black bag is petty easy.. Two black bags into this car out of that car into this taxi. Into a someone's house. Into a fire pit.
 
So how are seats in parliament allocated according to the election results?
There's 400 afaiu.

yes and if there is 5 or 10? suddenly you have to leave some behind because someone might spot you carrying out their votes.

You plan to come back later and pick it up?
 
so far the DA is up from the last election and we haven't finished yet
