Speculation at best, yes. However if there is any truth to it, the government hasn't seen any thing yet. Making it compulsory will cause a bigger resistance. Like Sinbad said, just because the car has one, doesn't mean you have to pay. Though, they might make you want to sign stuff saying you will pay, before buying the car. If that's the case, I don't see dealerships being too happy. I wouldn't buy a car if thats the terms.
