This was originally a British Aerospace project that was stopped when government funding dried up. One of the project leads went off to start a private company to develop it further.
One of the technologies that they have already developed and demonstrated is the engine precooler. They need to reduce the air temperature from the super-heated state associated with very high speeds down to something that relatively conventional engine technology can handle. The current prototype reduces the temperature of the incoming airstream to -150 Centigrade in less than 20 milliseconds.

FYI - Really bad Journalism. Reaction Engines is just designing the SABRE Engine. That alone has taken almost 20 years. The lead designer learned his lesson with HOTOL - The original design. Because of the Ministry of Defence funding - the project was so heavily classified that he couldn't get any external investors. Plus the original engine was codenamed Swallow - (talk about a wimpy name).
The spaceplane shown is called Skylon, but is almost purely conceptual. It makes for good PR and Marketing. That bit they'll leave to someone else and will probably look radically different.
