The local loop conundrum

They should get an Independent commission for the sole purpose of LLU(not governed by ICASA). That will speed up things

Why should telkom give up its network? It layed it so it belongs to them, same goes for MTN +Vodacom. Now I agree it must be done to get some real competition going but seems sillly that they must give it away, or is this really just ICASA forcing them to share it (at a cost)?

umm didnt telkom lay down the local loop while it was a parastatal? meaning it was laid with public funds, why do they own it? when it was paid for by the people of this country.

Technically yes and no.

It does belong to them however, current ownership is with Telkom. Most people these days aren't keen to do local loop cabling for some very compelling reasons, one of them I believe, is rampant cable theft we have in this country. Hence the proliferation of wireless...

Nearly all of that network was paid for by the tax payer. The government in its infinite wisdom gave it to Telkom free of charge when they privatized it.

It is time that the government fixed that giant mistake.

LLU just means that they have to let other companies use the cable between your house and the exchange at a fair price (i.e. Telkom would still get an amount close to the region of the "line rental" charge on your bill), and allow those same companies to install their own equipment into the exchange to plug your copper lines. That space would be rented from Telkom too. No one would be "taking" anything from Telkom, it's just that they had a government granted monopoly to install all the lines and it's prohibitively expensive and a waste of time and money for someone else to come and dig up miles of roads to install their own cable.

Telkom still gets money, you get better service, other companies get a chance to sell internet at a better price. It just forces Telkom to compete on a fair footing.
 
Well then, regardless that it was built with out money it is still telkom.s, they are a private company so it is theirs.

exactly - i refuse to acknowledge that they own it (even though they do, on a technicality). Telkom wont ever unbundle it, government has to step in, and hopefully pressure from local providers will bring this around.

2 scenarios as I see it:

First... if the LL was laid using the taxpayers money to fund the cost of it, technically it belongs to the government. Yes, Telkom have had to replace stolen cable, but have they not been charging us for the last mile for the last who knows how long? It isn't as if they haven't made any money from it?

Second... if Telkom has used their own funds to pay for the LL, then it is theirs, and they would be in their rights to claim ownership. And were this the case, then there should be money due to them to bring back the LL into the hands of the public. (However, this second scenario appears to be rather unlikely.)

Regardless, the big school yard bully should be recognised for what it is (:erm: note please General & ICASA) and at reasonable terms put back into a situation where we are no longer party to their extortion.

However, there is still one final and crucial bottleneck in the system – ‘last mile’ access. The local copper loop is firmly in hands of Telkom, while MTN and Vodacom both have a firm grip on their extensive network of 3G base stations.

Time to loosen the grip, boys! :cool:

No offence man but that's the kind of thinking that has landed SA where it is today. The local loop was paid for by taxpayers money waaay back. Its a national resource and doesn't actually 'belong' to Telkom. It belongs to the country as a whole and doesn't exist for the profiteering of a single company and its godforsaken shareholders. Besides, its already paid for itself over and over... time to let the country (who's taxpayers money paid for it) enjoy competitive 'last mile' connectivity is what I say!
 
At the current rate of decline in Telkom fixed line subscribers, there won't be much of a local loop to unbundle in the near future.

Best they get on with it quickly - or I won't get my FTTH.
 
We paid for it. The guavamint, who's salaries we pay, and are mandated to make decisions in our best interests, gave it away. Now, they have an opportunity to act in our best interests again. Get it right this time. To ICASA, there is no need for another damn survey to tell us what we already know. Start right now, please. Thanks

iirc, didn't ivy already do this, i.e. formed an independant panel to unbundle the LL by 2011? What happened to them?

As long as government has a disproportionate share in a company, "capitalism" doesn't apply, imo.

Why should certain foods be tax exempt? Broadband isn't a luxury any more, it affects the "poorest of the poor", even if they don't have internet access.
