You buy a right to buy a share at a cheaper rate. 1c for the right and then you can use that right to pay 21c for a share. I think. Brain hurts. Need coffee...

Sure, I will sell you a contract (the right) to buy the share at 21c, but I will charge you 1c for the piece of paper that I've written the contract on.

So you will pay 1c for the paper containing the contract/right. Total per share would thus be 1c for the paper and 21c for the actual share.
