If you're starting up your YouTube or Twitch channel, you're going to need a beast of a PC to properly stream video of your gameplay.

The updated relive is really nice, still can't get shadowplay to work properly, keeps bugging out at times on my laptop.
Windows's alternative is okay, it doesn't recognize some games if played in window for some reason.

Why not use a capture card to record the gameplay, Twitch has a nice guide. https://help.twitch.tv/customer/portal/articles/1988680-broadcasting-with-two-computers
Though two devices will be required.

What is the performance hit like again on RELIVE? Last time I tried it a few weeks ago I had heavy frame pacing issues?

I moved from a RX 580 to a GTX 1070 and the relative performance hit between AMD and NVIDIA was indiscernible, maybe 2FPS lost.

I've got a 35K PC and a 500kbs upload speed but still have issues streaming. Im thinking of spending another 20K on my PC to improve it..... Or not.

Sarcastic... You can have the best hardware but unless you are in a Fibre area or can afford high LTE prices, all those hardware will be useless.
