Yes it should play most games at 1080p, maybe push to 1440p at low to medium.

1660 OCed performs close to a stock 1070/1660ti so 1440 should be no problem

overclocked 1660 is very close in performance to a stock 1660ti/1070 gpu and they can do 1440p resolution gaming no problem.

My gut tells me it's gonna come in at about R11k

I'm not making the R11K , I'm on R12k for a very decent system. I see that Palit 1660 went up in price.

Can you stretch your budget to R12k? It would be a killer system though.... R5 2600 + GTX 1660

Else we'll have to look at used GTX 1060s on Carbonite....

The 1660ti went up as they released the 1660 standard which is about R3799. The one from wootware came in at R13k with 16 gig and an SSD with the 1660. Maybe look at that?

Whatever you do buy that CPU now! It's on special and R450 cheaper than anything else and includes a new game, you might as well order all the listed components from the Rebeltech links as they are the cheapest, hard drive is another R90 off.
