650W is fine, the rtx3090 has a 350W tdp, gpu manufacturers always spec the required psu way above what is required to cover their asses.

You say you have a 6gb gpu which means a gtx1060 for which a 450W psu would be plenty.

thinking of a upgrade later on though, so want to safe guard this by going 650watt

That was your PSU, no mention of make/model/age.

Any decent 650W PSU should handle that load without breaking a sweat.

The Thermaltake Toughpower PSUs had issues. They didn't deal with inrush current very well and were known to turn electricity into that sweet, expensive smoke, sometimes along with your components.

They did get better though, now being a pretty good series.

Apparently it was a Thermaltake, but they did have issues on some psus back yonder. I've had no issues with Coolermaster or Corsair so I stick with them.

Sure, the ThermalTake Tough Power wasn't what I would have chosen, but at the time I couldn't find any reason to refuse it (Insurance replacement).
However, that was only a 275W GPU.
With the 3080 rated for 320W, and almost every card being released having some factory overclock, and the next generation possibly requiring more power, and probably keeping the PSU for 5+ years, I would rather play it safe if the price difference isnt' too large.

He wants an AMD CPU, so at least he doesn't have to worry about motherboards ignoring Intel boost limits.

Not really. According to a PSU calculator the system requires about 850W. I always make sure the PSU has some room so 1000W is the minimum I would use.
