The problem of pre-RICAed SIM cards

Earth to Government: Criminals do not obey the law.

Even if only a tiny fraction of RICA'd simcards will be fraudulent, I expect 90%+ of sim-cards used in crime will be fraudulent.

The entire RICA exercise has been a gigantic waste of money, and what is worse, the problems were well known before it was implemented. The only thing that happened is that the government has now a very expensive addressbook of people in higher LSM groups that do not plan to commit crime. Criminals don't RICA. Poor people often need to cheat to RICA (seeing they have no bills and are unaware of alternative processes).
 
Why no mention of the cellphone companies themselves who have fraudulently RICA'd their own prepaid users?

Don't think that's an issue and if they did they would be stupid....The onus and the problem lies with the rica agent...you can RICA someone without the documents...
But surely there is a way to tie these back to those agents....send the idiots to jail....easy as that!

the single point of failure will never go away...
this project is a beeeg fail.

It is an issue. Tens of thousands of people (including myself) with prepaid sim cards were automatically RICA'd by Vodacom and MTN despite never giving them any proof of identity or proof of residence. Search this forum, you will find lots of people in this situation.

I am now in a position where my sim card has been RICA'd but I have no idea who's name it is in, what address or any other details, and noone can tell you either.
 
How would someone know if a sim is legally RICA'd? I just went in showed my docs and it was done. Other oke pays the RICA agent and it there. So no big diffrent unless n RICA agent can remember which one's he\she RICA'd wrong.
 
Would be interesting to see if the justice department can start claiming cellphone companies towers as the proceeds of crime where SIMs have been used for criminal purposes that have been registered via RICA illegally? Sure we will see some action double quick then! But guess its more likely that the RICA agents will be held responsible in that case..?
 
Because the okes who've thought out RICA failed to anticipate this.

They just assumed that people will be docile and submit to their whims.

They forgot to include the criminal world into their naive, narrow-minded view.

Assumption is the mother of all screw-ups.

Now, can we disband RICA, being a pointless waste of time and money? There's other ways of catching ne'er-do-wells...
