You're way too optimistic to think this will work.

The street lights in my area have been out of commission for years and after multiple complaints, they were replaced with solar lights. Lasted all of a week before they were stolen

Vuma solar panels has been on the streets ever since they introduced their cameras, they are still there, all it takes is giving it a little bit of thought, but it would also not be a bad idea to get their guys working, the JMPD is severely under utilized.

The traffic lights at Du Noon over the N7 used to have batteries but after they stole them for the fourth time the council has given up. The lights before and after that intersection all work during (2hr) load-shedding.

No, unlike you - they know full well that a garage cannot sell electricity off-site.

Maybe you should do some thinking before just trying to sound like you have all the solutions, comrade.
 
Well if we are going to ignore the laws of the country in an attempt to finding a solution my money is lining the entire ANC leadership up against a wall and somebody shouts "FIRE!!!".
 
We do not have "politics" anymore. We have a system of entrenched corruption extracting maximum resources in nefarious ways, with their enforcers given the mandate to ignore their dealings but to keep the population under control with their saps badges, and supply case numbers for insurance purposes. All of their departments tasked with providing an end-result as a service, can now only be reached through "runners" at a fee (accounts, home affairs, licencing, you name it). The "opposition" have been disenfranchised and reduced to screaming from the sidelines, which they are happy to do, since it keeps food on their table. The rest of the parties simply gauge which side will put the most food on their table and mount accordingly. The president is clueless, his entire hierarchy - from ministers to government officials - are completely out of their depth and incapable of running a tuck shop. The country runs on socialist handouts to 50% of the population while only 30% pay income tax. Those on handouts demand more.

The honest, diligent people are now outnumbered by the worst people. The ratio gets worse by the day because everyone sees that doing the wrong thing is the only way to get results, and has no consequences.

This country is done.

From the municipality? Not like it will cost billions, there is theft but there are also ways to go about it to minimize the impact of theft, good security, there is technology and a lot of clever measures you can deploy around that, putting them at low risk intersection which will be busy anyway, while still coming up with ways to sort out the others.

As I have said, Vuma has put up their solar panels and they are still exactly where they put them when they started with the project, a municipality like Joburg would have all the resources at its disposal to come up with ways to make it work, the problem is not the lack of money, it's the lack of will and vision.

The problem is exactly the money. You are asking them to waste money on rate payers that they could rather be putting in their own pockets?

No f*** everything up, make ungovernable, riot, rampage, burn, commit violent acts of looting (wear spikes against anti-revolutionary oil spread on mall floors tho).. why should only some have all the fun let them eat what they recently served up..

I agree there are a number of possible solutions BUT, all of them have a relatively small chance of implementation and ongoing success, due to priorities, incompetence (some laziness for sure) cost (the right contractors), rules or criminal activity. It is a third world thing.
