As much as I may be coming across as a conspiracy theorist in some fashion with my opinion, its an opinion I don't actually want to have and I want it to be proven wrong.

You would think the ANC could have just paid the cartels to go away altogether and save themselves the ongoing embarrassment they have had to suffer to this point and risk them losing next year's election. All they had to do was tell the cartels to lay it off until after the election and they could resume regularly scheduled programming after the ANC creams the opposition. But no, that's too simple an explanation.
